css import order not working after moving my next app into a workspace (npm workspace)

Anyone else on 14.2.7 running into css import order issues??? this is incredibly frustrating (it only works if I use turbo)

For example, this is not being respectedtailwind stuff and my other css is in the globals file (imported last) but comes  first in the output css file
