Unable to connect to debugger in app router server

I'm using the app router with v13.5.5
running with
It looks like it exposes the debug port but immediately fails. I dont have anything else running on that port.
I'm using PHPStorm and have also tried chrome node debug tools.
Has anyone had any luck getting a debugger setup?

confirmed downgrading to v13.4.19 works
I'm assuming v14 will work has well but haven't tried that yet.
